Thanks to your support and the hard work of legislators and advocates, the 21-year ban on federal funding for syringe exchange programs has finally been lifted. On December 16, 2009, President Barack Obama signed legislation that will allow local governments and agencies to use federal funds to expand these lifesaving harm reduction programs, which have been proven to significantly reduce the transmission of HIV. A longtime advocate of syringe exchange, amfAR played a critical role in urging Congress to lift the ban, and will continue to work to ensure that programs are implemented effectively and equitably.
